Populism is not just a reaction against power structures but an appeal to a recognized authority. Populists claim legitimacy on the ground that they speak for the people; that is to say, they claim to represent the democratic sovereign, not a sectional interest such as an economical class. Like Reagan, Koizumi's political style as a reformer reflected the neoliberal political climate of its time. The nucleus of Koizumi's ideology was neoliberal criticism of the government and politics. REagan was trained as a public relations man, first as a movie star in Hollywood, then as a speechmaker travelling the country. He accumulated techniques to attract the public. A far more difference between Reagan and Koizumi lies in the institutional setting of the country where each performed his leadership role.
